A bill to amend section 401 of the Federal Aviation Act to insure the provision of air service by holders of certificates of public convenience and necessity.

Amends the Federal Aviation Act of 1958 to direct the Civil Aeronautics Board, in determining whether to issue a certificate of public convenience and necessity, to evaluate the need for additional service in each market established on the record.

Directs the Board to include in such certificates such terms and conditions as are necessary to insure that the applicant will be required to furnish the service it has proposed between the points to be specified in any such certificate.
