Amends the Packers and Stockyards Act, 1921, to require any person who purchases any meat or meat food product from any packer to pay for such meat or meat food product within eight days of acceptance of delivery, unless purchaser and packer have agreed to another payment date.
Establishes a civil penalty for violation of this Act in an amount not to exceed the sum of the purchase price of the meat or meat food product involved, plus ten percent of such price.
