Requires that the Panama Canal Treaty and its companion Neutrality Treaty not be entered into until the United States is assured of the right to permanently maintain a military presence in the Canal Zone. Directs Representatives of the United States to begin negotiating such assurances with the representatives of the Republic of Panama.
