A bill to clarify the jurisdiction of certain Federal courts with respect to public schools and to confer such jurisdiction upon certain other courts.

Stipulates that no Federal court shall have jurisdiction to hear or decide cases or controversies involving public schools. Vests such jurisdiction in the courts of the several States, with appellate jurisdiction by writ of certiorari in the Supreme Court.
