A bill to amend the Federal Aviation Act of 1958 to prohibit certain actions against operators of airports and to exempt certain aircraft from certain noise standards.

Amends the Federal Aviation Act of 1958 to eliminate the right of purchasers or lessees of real property to sue airport operators for damages resulting from the noise generated by the lawful operation of aircraft using such an airport.

Exempts aircraft manufactured before January 1, 1974, from noise standards promulgated by the Administrator of the Federal Aviation Administration pursuant to such Act.
