Amends the Communications Act of 1934 to set forth provisions for the licensing of pay television stations by the Federal Communications Commission.
States that the maximum term of a license granted under this Act shall be three years, renewable for an additional three year term.
Enumerates restrictions on the program material which a pay television license may transmit.
