Amends the Communications Act of 1934 to set forth provisions for the licensing of commercial television broadcasting networks by the Federal Communications Commission.
States that the maximum term of a license granted under this Act shall be three years, renewable for an additional three year term. Requires any commercial television broadcasting network in operation on the date of enactment of this Act to apply for a license in accordance with this Act in order to continue in operation.
