Constitutional Amendment - Limits the number of terms of office that a Member of the Senate may serve to two and a Member of the House of Representatives to four. Declares that the term of office of a Senator shall be four years.
Declares that the Congress shall assemble at least once in every year beginning at noon on January 3rd and shall adjourn sine die on the 180th day after the date that the meeting began unless the United States is in a state of war declared by Congress.
Declares that terms of office beginning on or before the date this article is ratified shall not be affected.
