Requires the United States Postal Service, when determining the need for an existing third- or fourth-class post office, to consider: (1) whether the office is self-sustaining; (2) the number of individuals served by such office; (3) the cost of maintaining the office; and (4) the effects on service and the economic impact resulting from using an alternative office.
Directs the Service, upon determining that a post office should be closed, to publish notice of such determination in the Federal Register within 30 days of such determination and at least 30 days prior to closing such office.
