Amends the Social Security Act to prohibit the reduction in benefits, aid, or assistance in the following programs because of cost-of-living increases in monthly social security benefits: (1) old-age, survivors, and disability insurance; (2) aid to families with dependent children; (3) Veterans' Pension Act of 1959; (4) food stamp program; (5) low-income housing under the United States Housing Act of 1937; or (6) any other aid or assistance in any form under a Federal program, or a State or local program financed in whole or in part with Federal funds.
Amends title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) to exclude cost-of-living increases in any retirement or disability benefits received from a public agency from consideration in determining income for purposes of such title.
