Amends the Immigration and Nationality Act to: (1) grant permanent resident status to certain aliens in this country on January 1, 1979; (2) remove the English language requirement for citizenship; (3) direct the Attorney General to collect and remit wages due deported aliens after paying the taxes thereon; (4) remove the residency requirements for persons seeking citizenship after serving in the U.S. Armed Forces; and (5) limit Eastern Hemispheric admissions.
Establishes the President's Commission on United States-Mexico Immigration Policy to conduct studies and make recommendations on immigration between Mexico and the United States and its effects on American domestic and international affairs.
