A bill to recognize the critical rail transportation in the Northwest due to the proposed embargo of service on the Milwaukee Railroad and recognizing the need for expedited consideration of congressional action.

Expresses the concern of Congress with respect to the proposed embargo of service by the Chicago, Milwaukee, Saint Paul and Pacific Railroad Company and its effect on coal transportation. Directs the Secretary of Energy to conduct an assessment of the present and potential railroad coal hauling needs in the area served by such railroad and to report his findings to Congress within 30 days.
