A bill for the relief of persons named as defendants in certain actions brought by the United States, and for other purposes.

Directs the presiding judge in specified actions of the United States against certain defendants to determine and certify to the Secretary of the Treasury the amount that each defendant incurs for reasonable attorney's fee and costs. Directs the Secretary to pay such amount to each person in settlement of claims against the United States for such costs.
