Authorizes the Secretary of the Interior to enter into a cooperative agreement with the Western Reserve Historical Society pursuant to which the Secretary may assist in the preservation of properties in Mentor, Ohio, associated with the life of James A. Garfield. Authorizes the Secretary to establish such properties as the James A. Garfield National Historic Site.
