Medicaid Disability Amendments of 1979 - Repeals provisions of title XIX (Medicaid) of the Social Security Act which exempt a State, under certain conditions, from providing medical assistance to an individual defined as aged, blind, or disabled under title XVI (Supplemental Security Income) of the Act if the State is not eligible to participate in an SSI program.
Provides Medicaid benefits for an individual with a "severe medical disability" if such individual's income does not exceed certain limitations. Defines a "severe medical disability" as one which results in a functional limitation requiring medical assistance for an individual to work.
