Agricultural Renewable Energy Development and Management Act of 1980 - Authorizes the appointment of an Assistant Secretary of Agriculture for Renewable Energy Development in the Department of Agriculture to: (1) conduct a study reviewing the Nation's agricultural, forestry, and rural energy needs, resources, practices, and programs; and (2) develop an agricultural sector energy production, use, and conservation program setting forth measures, funding levels, and other means to accelerate the development and production of renewable energy for direct application in farm and rural environments.
Requires the Secretary of Agriculture, with the assistance of the Assistant Secretary, to annually report on such program to the appropriate committees of Congress.
Permits the Assistant Secretary to implement a renewable energy applied research program to develop low-cost renewable energy forms and the economic means for adapting existing machinery and structures to such forms. Permits the Assistant Secretary to implement an agricultural, forestry, and rural community renewable energy education extension program to disseminate the findings of such research.
