A bill to amend the Uniform Time Act of 1966 to provide that the period of observance of Daylight Saving Time each year shall begin on the last Sunday in March, rather than the last Sunday in April, and shall end on the last Sunday in November, rather than the last Sunday in October.

Amends the Uniform Time Act of 1966 to extend daylight savings time to the period between the last Sunday in March through the last Sunday in November.

Directs the Secretary of Transportation to study and report to Congress annually on the effect of such extension on energy consumption, incidence of crime, and traffic safety over a three-year period.
