Amends the Bankruptcy Act to exempt petitions for the abandonment or sale of the lines or property of a debtor railroad during the pendency of bankruptcy proceedings from the requirement of approval of the Interstate Commerce Commission if such petitions were filed between December 18, 1977, and November 6, 1978.
