Directs the United States Postal Service, in cooperation with election agencies: (1) to make available to the public envelopes within which requests for absentee ballots may be mailed free of postage to an election agency; and (2) to provide the election agencies with envelopes which may be used by persons requesting absentee ballots for the postage-free return of such ballots.
States that this Act does not apply to mail transmitted under provisions of the Federal Voting Assistance Act of 1955 or the Overseas Citizens Voting Rights Act of 1975.
Authorizes $3,000,000 for each of fiscal years 1980 and 1981 to carry out the provisions of this Act.
