Amends the Education Amendments of 1978 with regard to the distribution formula for funds used to provide supplemental services to Indian public school students to revise such formula from one determined by a majority vote of eligible Indian tribes to one determined by the Secretary of the Interior (taking into consideration tribal testimony from hearings and comments received from publication of proposed formula options in the Federal Register).
