Declares that with regard to the Department of Agriculture's second roadless area review and evaluation (RARE II) of specified national forest lands in Montana, the Congress directs that: (1) such evaluation shall not be subject to judicial review; (2) such evaluation shall be an adequate consideration of the suitability of such lands for inclusion in the National Wilderness Preservation System; (3) such lands shall not be managed as wilderness pending revision of the initial plans; and (4) the Department shall not independently conduct any further similar evaluations in Montana.
