Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for a limited waiver of ERISA's general preemption of State laws relating to employee benefit plans in the case of the Hawaiian Prepaid Health Care Law.
Directs the Secretary of Labor to conduct a study and report to Congress within two years on the feasibility of extending such exemption to include other State laws which establish health care plans.
