Expresses the sense of Congress that the Secretary of Agriculture should exchange or barter, to the maximum extent practicable under the Commodity Credit Corporation Charter Act, the Agricultural Trade Development and Assistance Act of 1954, and the Agricultural Act of 1949, commodities (especially dairy products) owned by the Commodity Credit Corporation for materials, goods, and equipment produced in foreign countries.
