Amends the Clayton Act to limit the liability of State and local governments for violations of Federal antitrust laws to the actual damages sustained by the plaintiff, the cost of suit (including attorney fees), and any interest awarded on actual damages.
Provides that a local government shall be liable for conduct violating antitrust law only to the extent that a State would be so liable for the same conduct, provided that the local government acts within its authority.
