Amends the Energy Policy and Conservation Act to require the Strategic Petroleum Reserve Plan to provide, within two years of enactment, for a Regional Petroleum Reserve in regions 1 and 9 of the Department of Energy.
Directs the Secretary of Energy, within 90 days of enactment, to conduct at least one public hearing in each region with respect to the plans for the Reserve in such regions.
