A joint resolution to express the disapproval of the Congress with respect to the proposed rescission of budget authority for the urban development action grant program.

Declares that the proposed rescission of budget authority (R86-55) for the urban development action grant program should not be approved in any rescission bill.

Requires that such program be resumed not later than the date of enactment of this joint resolution.
