National Foundation on the Arts and Humanities Amendments of 1985 - Amends the National Foundation on the Arts and the Humanities Act of 1965 to authorize appropriations for FY 1986 for the National Endowment for the Arts and the National Endowment for the Humanities for the following purposes: (1) grants to States; (2) matching non-Federal funds; and (3) administration of programs of the National Endowments. Authorizes appropriations for FY 1986 for the Institute of Museum Services.
