Clean Coal Technology Authorization Act of 1985 - Directs the Secretary of Energy to establish a financial assistance program from the Clean Coal Technology Reserve in order to determine the commercial feasibility of clean coal technologies on a commercial scale.
Limits the total funding supplied by the United states to 50 percent of the aggregate cost of all projects funded under such program. Limits the funding supplied by the United States to 70 percent of the total cost of any one project.
Sets guidelines for the project selection criteria to be developed by the Secretary. Requires the Secretary to: (1) report such criteria to the Congress; (2) conduct a competitive solicitation of project proposals; and (3) submit an annual report to the Congress detailing the status of ongoing projects funded under this Act.
