Amends title XVIII (Medicare) of the Social Security Act to permit coverage for services and prostheses furnished in conjunction with reconstructive surgery for patients who have been operated on for removal of a tumor of the head or neck, if the services and prostheses are reasonable and necessary to accomplish the overall reconstructive process.
