Steel Advisory Council Act - Directs the President to establish, within the Executive Office of the President, a Steel Advisory Council.
Requires the Council to advise the President on: (1) modernization problems in the domestic steel industry; (2) the effects of such problems on communities whose economy depends on such industry; and (3) international and domestic issues related to the industry. Requires the Council to monitor and conduct research on steel industry modernization. Requires the Council to analyze the interrelationships of Federal agency policies which pertain to the industry.
Requires the Council to report annually to the President.
Authorizes appropriations.
