Simons, Jr., United States Courthouse; (6) the Federal building and United States Post Office on West Allegan Street, Lansing, Michigan, as the Charles E. Bryan United States Courthouse; (8) the Federal building known as the United States Attorney's Building for the Southern District of New York located at St. Andrew's Plaza, New York, New York, as the Silvio James Mollo Federal Building; (9) the Federal building on West Huron Street, Buffalo, New York, as the Thaddeus J. Designates certain public works facilities as follows: (1) the lock and dam numbered 4 on the Arkansas River, Arkansas, as the Emmett Sanders Lock and Dam; (2) the lock and dam numbered 3 on the Arkansas River, Arkansas, as the Joe Hardin Lock and Dam; (3) the harbor of the Port of Hickman on the Mississippi River at Hickman, Kentucky, as the Elvis Stahr Harbor, Port of Hickman; (4) the main channel of the project for San Leandro Marina, California, as the Jack D. Maltester Channel; (5) the visitor center at the powerhouse at the Richard B. Russell Dam and Lake project, South Carolina and Georgia, as the Peyton S. Hawes Visitor Center; (6) the lock and dam on the Tombigbee River in Pickensville, Alabama, commonly known as the Aliceville Lock and Dam, as the Tom Bevill Lock and Dam, and the visitor center to be constructed for the Tennessee-Tombigbee waterway in Pickensville as the Tom Bevill Visitor Center; (7) the visitor center at Ceasar Creek Lake in Ohio as the J. E. Carnahan Visitor Center; (8) the Patoka Reservoir, Wabash River, Indiana, as the Vance Hartke Reservoir; and (9) the Soldier Creek Diversion Unit, Topeka, Kansas, as the Lewis M. Paramore Diversion Unit.
